Yes according to Thapar's criteria you should have completed you 11th and 12th from a school of Punjab then only you'll be eligible to get State quota at Thapar University.
This state quotas cutoffs are quite low when compared with other states cutoffs so if from Punjab only student can get his/her desired branch at much ease when compared with other states students.
