As per the protocol, you can apply for 85% Neet State only in Maharashtra rather you're eligible to apply in General Category in karnataka state

You can claim Maharashtra State Quota. You will not eligible for Karnataka State Quota because according to Karnataka NEET rules, you should have have studied in Karnataka Government recognised Institutions for atleast a period of 7 years. Either of your parents can be from Karnataka and have either Kannada or Tulu as their Mother tongue. In such case, you need to take a Linguistic test. But if you only have studied your 10th and 12th from Karnataka, you cannot claim their State Quota. Having said that, Karnataka is an Open State which means Candidates who do not have domicile also can participate in their State Counselling.
