Yes you can apply for seat in Government college. Although cut-offs are more for Government Colleges in urban areas than your marks. You can try for applying for Government Colleges which are in Remote or Rural areas. 

At the same time try applying for more colleges so there would be chances of getting selected in any one of the Government college.
