You can't get admission into a government college , but you can surely apply for minority college's , you may get admission there.  Electronics engineering usually have more seat available than other engineering fields , you can give it a try anyway .

Your score/rank in MHCET is very low this is because your percentile is very very low. With this rank you cant get admission in government colleges affiliated to MHCET. I would suggest you to take admissioon in some  good private institution or appear for the examination next year again with full preparation.
