As you mentioned with general category and AIR 6k, your chances of getting a PGIMS  in through state quota(85%) are negligible as previous year last candidate who got admission had 1400 rank.
As the admission to medical colleges based on NEET is given under All India Quota(15%) and state quota(85%).

However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.

If I consider the previous year data .Then you have good chances of getting admission in  Pt Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences, Rohtak in haryana through state quota .
But if you do not have domicile of haryana then it would be difficult to get onto this college through 15% all india quota.
Previous year marks required for a general candidate was 618 for this college through all india quota while it was 486 through state quota.
