In order to appear for NEET, you need to fulfill the following criteria:
Attained 17 years age by 31st December of the appearing year.
Passed or appearing 10+2 from a recognized board with Physics, Chemistry, Biology/Biotechnology and English as core subjects, those having Biology as an additional are also eligible to apply.
PCB aggregate(inclusive of theory and practical) against each category mentioned below should be meet;
UR - 50%,
OBC/SC/ST - 40%,
PWD - 45%
There's no upper age limit in NEET, so no restriction also in terms of appearing for this examination.
So, to answer your question, as long as you fulfill the criteria you can definitely apply for NEET, UP Board or Hindi Medium is in no way going to act as a barrier whatsoever.

You can apply for Neet examination if you have completed 12th as biology as a subject of science.
There is no problem for you to apply for the same. Being from Hindi medium will not affect your examination.
