There are many Institutes which take admission under this percentage. But what you want to do in graduation i.e., B.Sc, B.Com , B.A, B.TECH, MBBS, BDS. For Science there is IISC Bangalore, St.Stephen, other government colleges. For Commerce there are very good Institute like St. Xavier, SRCC. For engineering and medical there are Entrance examination at National and state level. But what course you are choosing that depends on the Institute. First decide what you want to do then there are many government Institute bring out their admission application form that you have to submit.
