securing 80 marks and in OBC makes difficult to take an admission in a government college. you can get it if you go for private college through counselling by which you can get low fee structre of the college.

Using UPSEE will be enough smart, and with OBC category your category rank will be enough low. But the government college has a cutoff near to 1K. So it is tough.

You must be having your rank by now. If you can say then i can suggest you some college names.
