There is no direct connection between phase and category in VITEEE counselling. Category of the fees that you will have to pay would be directly proportional to the number of seats remaining in each branch and preference order of other candidates.

For example till the third phase of counselling, all seats in Cse under category 1 and 2 at Vellore campus would be filled and you can only get a seat in third or fourth category but at the same time you can even get a category 1 seat at Bhopal campus. It is all a game of demand and supply, so your fate would be based on preferences and choice of students in first two phases.
