Yes, you will be eligible to attend the both JEE Main 2019 January & April Sessions. Since, the conducting body has not released the detailed eligibility criteria yet. So, going with the last year's number of attempts, the candidates will be able to appear for 3 times.

Yes, you can give JEE Mains 2019. I will also clear your Doubt regarding attempts for JEE Mains. January & April Exam is seen as One Attempt.
