You have got some good rank and still haven't got any seat alloted. You have got another opportunity in the name of CSAB. If you do not get a seat alloted, then the registration fee will be refunded back to you but it will take time of about 5-6 months.
So just go for it.

Once seat is allotted in CSAB 2017 special round, there will be no refund of fee in any case (whether the candidate joins the allotted Institute or not).
If no seat is allotted to the candidate in the Special Round, the Participation Fee will be refunded back after deducting processing fee of Rs 1,000.
If a candidate has joined an Institute in NIT + System after allotment from JoSAA, and has participated in the Special Round for upgradation, and no seat is allotted in the Special Round, there will be no refund of fee.
