Yes you can apply for April session of JEE MAINS even if you have not appeared in january session. The best of the two scores would be used for those who appear in both the sessions.
In april session also there will be two papers- Paper1 for Btech and Paper2 for B.Arch.

I exactly don't know about b arch but for  b.tech April exam is there  nothing to wory be prepare for the exam. For april examtition competition is increasing study in such a way that your score should be high as possible as to get good college

 Yes You can definitely Apply for JEE Main even though You did not appear for JEE Main January , The JEE Main April will also consist of Two papers Just like JEE Main January and Both are Optional Therefore You can appear for JEE Main Paper 1 and Geta seat in the B Tech Programmes offered by various colleges based on Jee Main Rank.
