I hve passed in 5 sub pcbe with more than 50%marks in 2016 but fail in six sub maths. I hve passed in six sub by give additional category

Yes you are surelu eligible as you must have atleast passing marks in english and must have 50% aggregate marks across PCb subject in General category. Since you jsut failed in one subject that wont make you ineligible and can also thus appear for improvement exam for that subject.

So in short you can appear NEET 2019.
