According to my experience,  every engineering college is same but the usage of facilities by you is different.  I'm also a mechanical graduate. I had gone through so many colleges and at last in my 4th year I got that.  I can advice you that if you are in a college where you can't satisfy then it's okay to Opt iit but remember that if you're preparing for JEE, then also you need to concentrate on 1st year foundation subjects too.. It will be too clumsy. Take care of that.

Yes You can Because many students from my college have taken admission in to IIT's of their choice by retaking the JEE mains and JEE advanced exams Provided that you not giving this exam more then 3 times.This option is good backup option if you fails to clear the JEE in first attempt.You will not waste you year and can prepare for the JEE too. Because in the first year of the Engg. There is not too much burden so that you prepare for the JEE
