Hello,

First of all in order to appear for UPSC, you need to pass graduation in any discipline from a recognized university, you need to attain 21 years age, and can apply even in the final year of your graduation, now the important thing is aggregate doesn't matter  whether it's  of  10th, 12th or graduation, nor does in which state you have pursued the studies in UPSC, UPSC simply need a graduate candidate in order to appear and further qualify the exam to join the service as minimum criteria in terms of educational qualifications.
