A Character Certificate can be frequently needed to enter college, even for private 12th candidates, as some colleges have a requirement for you to present one to confirm your behavior. If your school does not want to provide you with a Character Certificate, it may be worthwhile to ask the college you wish to attend if they can accept other forms of declaration such as a self declaration, an affidavit, or a certificate from a community leader or gazetted officer. If the school is valid in their refusal of the certificate, consider approaching a higher authority (eg. district education officer) or the college and providing them with your situation to request they find an alternative or maybe even exempt you if they find a chance.
