Eligibility of Mukhyamantri Medhavi Vidyarthi Yojana:

The students who got more than75% marks in 12thclasswill be eligible for this scheme

The students should be the permanent resident of Madhya Pradesh to take the benefit of this scheme

After the completion of the degree, the students have to work for 2 years according to the officials

The beneficiarys students have also made a bond of Rs. 10 Lakh with the government

The annual income of the parents of students eligible for Medhavi Vidyarthi Yojana MP should not be more than Rs.6 Lakh per annum

So, if you fulfill these criteria then you are eligible.

Yes you would be eligible. But note that your family's overall income shouldn't exceed 600000. I would suggest you to try for getting BDS/BAMS through state quota as your chances seem good.
Skipping a year isn't a good idea. Many score way less in their second attempt than first attempt.
