In case you have lost your official document that any institution has issued, you can ask for a duplicate or a re-issue of it. In your case, if you have lost your Transfer Certificate, you can ask your school to reissue it for you. They may ask you to write a letter/application stating the reason behind this reissue. In some cases, they may even ask you to pay some amount because they take this amount from you when you pay for your registration in the school.
