Yes definitely you can go for CSE in 2nd year only if your college have this rule of changing branch according to marks in 1st year and vacancy of seats in that particular branch.

There is a provision of branch change in many institutes so when you complete your first year you may be eligible to apply for a branch change based on the merit you may be called for a computer science and engineering but remember the procedures may vary from college to college and it may be very specific to your college so just you should confirm your from your college.
