Sometimes due to some technical problem or network issues the message regarding the confirmation is not received on mobile number. If you have the receipt of the registration you did for All India Counseling, surely you are eligible for the counseling process.

For safe side I will suggest you to contact or mail the counseling authorities along with the attached receipt of your registration. They might provide you with a solution.
