Your Home state is the State where you completed your 12th grade and gave the 12th board exam in.

All Government colleges have Home state quota where in the students who have completed their formal schooling and gave 12th boards get benefits regardless to the state they were actually born in or belong to.

So in your case Rajasthan is your home state.
