Both of them are good. But out of two, IIT Kharagpur is a better one. Both CSE and ECE are courses that are very is high in demand. Hence you need to analyse the university before deciding. Since they are IITs they are top ranked universities in the nation and there is not exactly much of a difference in the quality of education since they will be given maximum attention and facilities. But due to the ranking of various factors I would suggest this university.

And it also matters that what is your personal choice of course since they are different departments.
