Dear Yash,

Your JEE Mains rank is not that good to get admission into any government college. If you have appeared for any state engineering examination like UPSEE, IPUCET, MHCET, COMDEK, etc. then try to get admission in state government college on the basis of that. Even you can take admission in good private colleges which are affiliated to state government universities. Also please register for private universities entrance examinations to get admission there otherwise they will demand huge donation amount.

Yes, your score is very low to eligible for appearing in JEE advanced. Cut-off marks are given on your rank list which you get . Only students who get percentile above  cut-off are eligible to appear in JEE advanced.
