To be honest, any rank greater than 7500 is probably not good - if one were to go by the yardstick that colleges are measured by.

But, choice of colleges is subjective to a large extent and what applies to one individual may not apply to another.

Typically, one would look at teaching staff, overall results of the college, campus recruitment, lab infrastructure, and so on.

Definitely, in tier one colleges like MSRIT, PES, BMS, etc in Bengaluru, these are very well taken care of. In so called tier two, there is a gradual reduction in the standards. So in tier three colleges, standards will be even lower. I guess you get the drift.
