I am sorry to inform you that according to me you have no chance of getting into government medical this year unless you are in a reserved category like SC or ST, then also chances would be less.
70000 is a very high rank and even through state quota you not get a government seat.As far as private college are concerned,the minimum fees for mbbs is around 30-40 lakhs and this is only tuition fees.
Also you can't get the best private college but in this marks range you would get a good one.Almost all of the private colleges of Delhi are good with full facilities.
