In my knowledge, there are no Government Engineering Colleges which goves merit based admission to students. Most of the Government Colleges take admission through your JEE Mains score. Some of the Colleges under state Government takes admission through their respective state  entrance examination for engineering scores. Your marks in 12th grade might help you get a better rank in these entrance examinations.
