A rank more than 16k in IPU CET will not earn you a good college and you will get either average or poor colleges.
But, if you want to take admission in IPU with this rank, then the best colleges that you can get with 16k are :

• Institute of Innovation in Technology and Management
• Institute of Information Technology & Management

You will be able to make it in both of them, if not in 1st shift then definitely in 2nd shift.
