First of all congratulation for performing well in your exams. With 15000 rank in UPTU you can definitely get ECE in GL Bajaj through UPTU 2019. By looking at last year rank cutoff the CSE was extended till 22000 rank, so you can even get CSE in GL Bajaj (not with fee waiver). Yes you will get seat with fee waiver in ECE.
