Most universities, including Soban Singh Jeena University, follow a carry forward rule that determines whether a student with backlogs can be promoted to higher semesters. Since you have already passed your 4th semester but have a backlog from the 2nd semester, the key thing to check is the maximum number of allowed backlogs for promotion to the next academic year.
In many universities, as long as you have cleared a certain percentage of your total credits (usually 50% or more) and have passed the immediate previous semester (4th semester in your case), you can move to the 5th semester while still carrying the backlog. You will, however, need to clear that backlog before appearing in your final semester examinations.
If your backlog is in a core subject, clearing it early will also help you understand advanced topics better in later semesters.

Every college/university have their own set of rules regarding back papers. Like for example in my college if someone get a back in 2nd semester and then passed 4th semester, he can move own to 5th semester easily without any problem.
This is the case for most of the colleges (90%). Although you may move on to your next semester, you won't get your degree even if you cleared your Last semester if you don't clear that back paper. So you also need to clear it to get the final degree of the course you are doing from your college/university.
