NEET wasn't in picture before 2013. Medical seat was alloted on the basis of AIPMT which was more or less similar to NEET. NEET was organized for the first time in 2013. After that it was replaced again by AIPMT.
In 2016, again NEET came into picture.

(This is just a background knowledge about the Medical entrance exam in India)
