Hello Sarang!

I'm attaching a list of all the colleges in Pune that offer civil course for BTech.

So obviously the best is COEP but it's cutoff is too high.

With 110 marks in MHTCET you've chances to get into MIT WPU, due to high fees the cutoffs are a bit low.
It has 4 decades great reputation. Excellent faculty. Good infrastructure. A very beautiful campus. And plenty of job opportunities.
Also, every year it has it's own dedicated Technical festival for Civil engineering called "Nirmitee" which helps students to get out their creativity.
I really suggest you to try and get in if you've no fee constraints.

Yes it is.
I would say it ranks in top 7 or 8 in Pune.
But not all colleges provide civil engineering as a course. So good option.
Nirf rank 192.
Definitely better than Sinhagad and Aissms.
