As far as i know there is no direct official method to shift from one NIT to other college. However you can take Jee mains twice after your first attempt and get admission to the college you wish to attend also i would STRONGLY RECOMMEND you to contact directly the administration of both the colleges as in this case only they would be able to give a clear idea that if such a thing is possible
