There is no basic work that you can do to get the post for ISRO Chairman.

There are a series of steps that might lead you to become ISRO Chairman but there is no sure shot way.

Firstly you need to complete your 10+2 with a good percentage and then complete your undergraduate studies from a recognized university preferably government university in science background with flying colors and then go for postgraduate studies from a recognized government university then apply for a job in ISRO. If you get selected then you need to work hard and diligently for at least 25 years to get a shot for getting appointed as the Chairman.
