Hope you are doing great there. I don't get what's the problem , I mean if you have a college offering you abroad studies and you are willing to do so ...YOu just need to give an application in your respective college , clearly mentioning that you want to continue your studies from this particular college of this particular country...and demand for the issue of your transfer certificate for the same reason . Then you can apply for your dream college.
