If you belong to general category than I think it is very difficult for you to get a government or good college with this JEE rank.

Apart from that there are some colleges which donit require JEE rank:
1.) LPU( Lovely Professional University, Jalandhar)
2.) CGC Landran( Mohali)
2.) Amity
3.) Chitkara
Since I belong to Punjab area I don't have much knowledge about colleges in other regions.
