In India, only a University can offer degrees such as an MBA,  Any other educational institution which is not affiliated to a University cannot offer a degree.

PGDM stands for Post Graduate Diploma in Management, as PGP is Post Graduate Program Diploma. 

 the reason as to why postgraduate courses are named as PGDM is because when an Institute is an autonomous body and offers management courses, then such Institutes cannot offer an MBA degree.

 Executive MBA or PGDM is a postgraduate management programme for working professionals who want to upgrade their managerial skills.
