Anyone who is dissatisfied with their first-round seat assignment has the option to upgrade their seat and participate in the subsequent round of counseling. The seat assigned in the first round of the NEET UG 2022 counseling shall be kept if a seat is not improved in the second round.

So, suppose you get a seat allotted in round 1 of counseling and do not want to take up that seat, you have the option of what is called as Free exit . This means that you can choose not to report for admission. In such case you still will have your security amount refunded. And even if you do take admission, you still have the option of choosing to participate in the second round of Counseling.
Now, you participate to the second round of Counseling and do not get any seat, then you'll retain your previous seat if you had reported to the college for admission.
BUT
If you do get a seat allotted in the second round, then you'll lose your previous seat whether you took admission or not. This is what is called as upgradation of choice.
And if you choose not to report to the college where you have been allotted the new seat your security amount will be forfeited.
