Besides that, all you need is the capital, capability and workforce for starting and running such a clinic.

For the sake of development of required knowledge of the working of these systems and other intricacies, you can choose to go for a diploma or undergraduate degrees in allied medical courses, especially MLT (Medical Lab Technologist), if desired. A BSc in MLT will help you get an idea of the field and the technicalities of it. For entering drug manufacturing business, a degree in Pharmacy can help you a great deal.
