As your query is you want to reset your registration as the seat and college alloted to you in 1st round of counselling might not be as per your sake.

I would like to tell you that as per the set and norms of counselling process , it is necessary that , if you apply for further rounds of counselling you have to pay the amount of counselling fee depending upon the charges.  

Therefore definitely you can apply for 2nd round of counselling but you have to pay the fee.
