Mop-up round are conducted for the vacant seats after the 1st and 2nd round of counselling. This round is conducted for Deemed and Central Universities.

For applying in the Mop-up round candidate need to do a fresh registration, if you have not participated in the previous rounds. So, yes you can apply for mop-up round directly even if you didn't apply for previous rounds.

Before applying, don't forget to check the status of vacant seats.
