i want to upload my nativity certificate in mbbs counselling after submitting it ,is there any chance to change that?

i fit to SEBC category , but in neet form there is no option and if i choose obc-ncl , then it will require ncl certificate which i dont have and if i apply for UR category will i able to choose sebc during Maharashtra state counselling for mbbs ? please help i am getting tensed.
