Neet 2020 application form is not out , last year the the online form was released in the month of November,  so may be this year also online form would be released in the month if November,  but there's no official notification regarding neet 2020 application form.
Once form is released,  you can find it there on the official site.

The online application process for NEET is over now. The exams have also been conducted in may only so you are a bit late.

NEET UG, will be conducted by National Testing Agency (NTA). tentatively on May 3, 2020. While it is widely expected that the exam may be computer based from 2020, NTA has not yet given any indication for the same and therefore, it is assumed that the exam will be pen and paper based with different sets of question papers. Application forms of NEET 2020 will be available tentatively from November 1.
