Dear Nandu, if the stipulated date for cancellation of the seat has been over, you will have to reach out to the Convenor. Normally there is a procedure to cancel the allotted seat. You may have to reach out to the Convenor directly or through Registered post. You need to fill in the cancellation form and submit it to the Convenor.
