St. Xavier's does provide Mass communication course. But, if you specify the place where you want to take admissions, it will be good for us to answer the query accurately. If it is St. Xavier's College, Mumbai, then the admissions to the course is merit based.
The hostel facility is available. It charges approximately INR 10,000 per month. Tall the basic amenities are available.
