In JoSAA or CSAB counseling processes (which govern most central/state engineering admissions like NITs, IIITs, GFTIs), the ability to upgrade in further rounds depends on your actions in earlier rounds . Since you said:
You were allotted a seat in Round 1 and accepted it .
You opted for "Float" (which allows upgrades in further rounds).
In Round 2 , you got a new allotment but did not accept it because you didn't prefer it.
This likely resulted in your seat being forfeited depending on whether you:
Actively rejected the new seat in Round 2 (which means you're out of counseling), or
Did nothing (i.e., didn’t report or pay fees), which usually leads to automatic exit. Now, about Round 3:
You cannot upgrade again in Round 3 if you did not accept the Round 2 seat. The system considers that as you leaving the process .
If you wanted to retain the Round 1 seat , you needed to decline the upgrade option (Freeze) or accept the new one in Round 2.
