Hello Zoha,

To be considered as local ,or to take the benefits of state quota you should have the "Local Residential Certificate" of that State.
It has nothing to do with the place from where you have passed your 12th.
If you have the Local Residential Certificate of Telangana state, then yes you would be considered as a local.
