As you said, I think that MCC didn't received the amount you paid earlier and because of which it is asking you to pay again.

Sometimes the payment get stuck in between on the payment merchant platform and does not get to the receiver but gets deducted from the payer or the applicant.

Or maybe because you reset the payment got cancelled in between or something.

In any case, in these kind of situations the payment is reverted back to the payer's account of payment in neraly 15 days.

For further clarification and surety, I will suggest you to talk to your bank branch office for further clarifications.
