Yes , each year ISRO advertises its job vacancies on on it official website for those who have completed their graduation . For the the post of scientist  and  others .

If an aspirant have completed his graduation then he can apply for the post of Technical assistant , ISRO allow you an option of part time / correspondence study. So that one can complete his / her master degree and get promoted to the post of junior scientist and so on .
