it is suggested that you renew your OBC certificate as per the required NEET format. If you NEET Certificate has expired it is best that you get it renewed as soon as possible. While going through the counselling process you can state that your respective OBC certificate is the process of renewal and that it might require a months time.

You can renew your certificate by approaching and applying at the district office of one's city or district.

As you mentioned they have informed you that your OBC certificate is old so that means it has expired and is not valid anymore. Now I think you should talk to the authorities and ask for some time limit and get your OBC certificate renewed within that time limit. I am sure that would solve your problem but remember you have to renew it annually.
