yes you can appear for this examination since according to its eligibility criteria minimum age of the candidate must be atleast 17 years as on dec31 as for 2018 exam,

Candidates born on or after January 2, 2002, are not eligible to apply for the same

also you must have completed your 12th with atleast 60% for general and OBC ,50% for other categories.
